Alberta Association of Municipal Districts & Counties (AAMD&C)
Bob Barss Bob Barss is the Reeve and the Councilor for Division 7 in the M.D. of Wainwright No. 61. Bob was elected in October of 1995 and is currently serving his fourth term in office as Councilor for this division. He became Reeve of the municipality in 1997 and has continued to be the Reeve since this time. Bob sits on the following Boards and Committees: Insurance & Bylaws & Agreements & Regulations, Intermunicipal Development Committee, M.D. Safety Committee, Municipal Property Committee, Policy Committee and Public Relations to Camp Wainwright. Bob also serves as a Director with the AAMD&C. Bob was born and raised on a family farm in the Irma area and has lived here his entire life. He and his wife Susan have two children, Nicole and Amanda. Bob, together with his wife, operates a mixed farm. Before being elected to the M.D., Bob worked in the oil industry.

Alberta Environment
Patrick Kane Patrick Kane is a senior manager with Alberta Environment responsible for the development of waste stewardship and conservation programs for Alberta. In his role with Alberta Environment, Pat has played a key role in the establishment of recycling programs for beverage containers, used oil materials, tires, unused paint and paint containers and Canada’s first program for electronics recycling.
His team was awarded an R’s excellence award for government leadership by the Recycling Council of Alberta (2005) and was the recipient of an Alberta Emerald Award (2007) for the development of provincial waste stewardship programs. The Alberta Emerald Foundation showcases environmental leadership in Alberta, setting an example of environmental excellence for all to follow.
Pat is a Certified Management Accountant, has a Business Administration Degree from the University of New Brunswick, is a Canadian Certified Environmental Practitioner (CCEP) and has obtained the Chartered Director (C.Dir.) designation from The Directors College (a joint venture of McMaster University and The Conference Board of Canada) 2010.

Alberta Urban Municipalities Association (AUMA)
Helen Rice
Helen Rice was first elected to Grande Prairie City Council in 1979. She is the Chair for the City of Grande Prairie Public Works Committee, and won the Chair 2009 Lt Governors Arts Awards. Helen is the Manager for the Grande Prairie DownTown Association Business Revitalization Zone, as well as a Member of the Board of Directors for Alberta Urban Municipalities Association-Vice President Mid Size Cities, and the Trustee for the Local Authorities Pension Plan.
Helen has also served on the Enterprise Development Board – Program Assistance for Innovative Technologies – Federal Department of Industry and Trade, and is a former Board Member on the Beverage Container Management Board.
Helen is a currently a Member on the Board of Directors Aquatera Utility Corporation, the Board of Directors Grande Prairie Airport Commission, and is the Chair of AUMA Apex Pension Plan.
Helen has accepted the following awards over the course of her career:

Association of Professional Engineers, Geologists and Geophysicists of Alberta (APEGGA)
Al Schulz, P.Eng
Al holds a Bachelor of Science (1968) degree in Chemical Engineering and a Master of Engineering (1973) degree in Mechanical Engineering from the University of Alberta. He joined the Alberta government in 1968 with the Environmental Health Services Division and later moved to Alberta Environment when the department was formed in 1971. Al represents the Association of Professional Engineers, Geologists & Geophysicists of Alberta on Alberta Recycling’s Board of Directors.

Environmental Services Association of Alberta (ESAA)
Skip Kerr
Skip has thirty years of waste /recycling industry related experience and is currently the principal in LCE Logistics, a private waste consulting firm. Skip’s back ground in waste management and recycling includes the collection and disposal of municipal solid waste, institutional / commercial / industrial waste, collection, processing and marketing of recyclable materials as well as waste composition audits and waste minimization work plans.
His senior management positions with multi-national waste management organizations have allowed him to participate in numerous recycling projects including: City of Edmonton blue box/blue bag programs and multifamily collection programs. Strathcona County recycling depot and newspaper collection, and City of Red Deer blue bag collection.
Skip holds a MOLO certification with SWANA. He also serves on the Environmental Services Association of Alberta Board of Directors.

Electronics Recycling Alberta Industry Council (ERAIC)
Cedric Tetzel
Cedric has been working in the photographic and high tech industries since 1973. Cedric spent six years working for computer and printer distributor as their Director of Sales. He joined London Drugs in 1983 as their first Buyer in the Computer Division. He has been at his current position of Merchandise Manager of the Computer Division since 1995. Cedric holds a Bachelor’s degree from the University of BC and a Master’s degree from Marquette University in Wisconsin. He is married and has two children also attending University of BC.

Paint Recycling Alberta Industry Council (PRAIC)
Ray Massey
Raymond Massey has been working in the painting industry for 37 years. He holds a trade certificate with an Interprovincial Standards (Red Seal) endorsement in the painter and decorator trade. He has served as president of Ray-Nor Painting & Decorating for the last 31 years, a company he co-owns with his brother. The company regularly employs between 20 and 30 certified painters and apprentices. His two sons also work as journeymen painters in the company.
Raymond has participated in Alberta apprenticeship committees, both local and provincial, for 11 years, serving as presiding officer on each for six years. He has served as a member of the Alberta Apprenticeship & Industry Training Board for six years. He has also participated in various government and industry training workshops and labour studies since 1990.
Raymond worked to initiate a provincial trade association for the painting and decorating trade now named the Alberta Painting Contractor’s Association, serving as treasurer for two years and chair of the apprenticeship committee, on that board, for several years. In 2008, he was elected to serve a fourth term as the Association’s president.
Raymond was instrumental in having the painting and decorating trade entered, for the first time, in the Provincial Skills Competition in 2007. Because of this work, Canada had its first competitor entered in the painting & decorating trade competition during World Skills 2009, in Calgary. He also volunteered as a Workshop Supervisor for the World Skills Competition.
His passions are to further education for young workers and professionalize the painting trade. Hiking and traveling keep him involved in his family.

Public-at-Large (appointed by Minister of Environment)
Sid Hinton, Chair Sid is a farmer and small businessman in the Manville area of the County of Minburn. He and wife Julie, along with sons Chanse and T.J., have owned and operated a mixed farm since 1970 and a small retail business since 1994. Sid is a third generation farmer and a third generation Councillor within the County of Minburn. He was first elected to County Council in 1989, serving as Deputy Reeve from 1989 to 1991 and as Reeve from 1992 to 1995. Sid has also served as a member of the Mannville Hospital Board (1986-1992) and the Minburn-Vermilion Health Unit Board (1989-1994). Sid was first elected to the Alberta Association of Municipal Districts &Counties (AAMD&C) Board of Directors in 1995, as Director for District Five (Edmonton East). As a member of the AAMD&C Board, he assumed committee responsibilities in areas such as Ambulance Financial Planning, Regulated Assessment Review, Pesticide Container Management, and the Used Oil Management Association.

Recycling Council of Alberta (RCA)
Dan Zembal
Dan Zembal is the president and owner of Alberta Waste & Recycling. The company develops and provides innovative, practical and environmentally sustainable waste management solutions to provincial and municipal governments, developers/owners, contractors, builders and waste haulers.
Dan is setting up Resource Recovery Depots throughout Alberta to accept and recycle construction and demolition waste materials.
Dan is very active and passionate about C&D waste minimization / diversion. He is an active participant on the province’s C&D Waste Reduction Advisory Committee; President of the Recycling Council of Alberta; and, founding member of the Calgary Materials Exchange. Dan was recognized for his drive, dedication and determination by Alberta Construction Magazine as one of the industry’s “Mover and Shakers of 2007”. He wants to continue to “move” the construction industry towards environmental sustainability and to continue to “shake up” the recycling industry.

Tire Recycling Alberta Industry Council (TRAIC)
Andy Nagy
Andy Nagy is the current Executive Director for the Western Canada Tire Dealers (WCTD). His varied background allows him to draw upon a wide range of invaluable experience in his position as WCTD executive director.
His various occupations have included: local and long distance truck driving; working for Shell Canada as a truck driver, plant supervisor and dispatcher; instructor in truck driver training at Saskatchewan Technical Institute in Moose Haw; safety director of safety and maintenance for a major trucking company; and, most recently, executive director of Motor Safety Association of Saskatchewan.
Andy and his wife, Melvina, have been married for 40 years and have two daughters in Calgary, and two grandsons.
